Tractor Repair: Tractor wont start, ford tractor, strip down

my husband just had his engine rebuilt and he put it back together but it wont start, he has a new battery , its firing but it just wont start its a late 30's or 40's 9 n ford tractor.Please help he is losing his mind*

Tasha we wont let him loose his mind I really need a bit more information who did the rebuild work what was done was engine a total strip down and if yes who did the rebuild  what sort of things happen when he trys to start any noises etc.
