is there an easy way to empty the petrol from the tank without removing it

Are you sure it doesn't have a drain plug? You can disconnect a hose near the engine, add an extension to it leading to a petrol container, turn on the ignition and let it pump out.  The battery will suffer so you will have to have an external charger on it. Or you can get a suction pump amd draw it out of the tank. ps, find the connection to the ignition system and unplug it while the ignition is turned on.
