Volvo Repair: 1997 850 series radio, volvo dealer, dead radio

I just purchased a 1997 Volvo 850 series. I got a great deal and the only thing wrong is that the radio seems to not be working. When you hit the power button it says OFF. The antennae goes up and down when you hit the on/off button. The fuse is operational and when you test the fuse slot it works. Do I have a dead radio? Or do you think it has something to do with the anti theft for the radio. Like someone took it out, put it back in, and now it doesnt work. The dealer I got it from said it was like that when they got it as a trade in.

radio off  you entered 3 times wrong  radio code  you have to leave the key  in ignition one and radio on displaying off  for 1-2 hours and it will say code again   but you have to get the right code  2 ways take the radio out  and take it to volvo dealer or try calling volvo with vin # try only once  or you will lock the radio again
