Volvo Repair: stiff steering, volvo 240 dl, power steering fluid

Hello, I have a volvo 240 DL wagon 1987. My steering wheel feels bumpy when I turn, and it is definitely stiff in general. I noticed, that the problem improves when it gets rainy and I run through a puddle, so I was wondering if I need to put some oil on the steering wheel? If so, where exactly? I am trying to avoid changing my steering rack, even though I think I will have to eventually do that if the problem persists ...

Hi,
  Having a low volume of power steering fluid will make a problem with the steering...also a loose belt also adds to steering problems...Leaky racks are a common problem...
   Read the owners manual...it'll show where to fill the power steering fluid..
