Volvo Repair: 2000 V70 Wagon wont start, v70 wagon, dash lights

Question
My battery is fully charged, the dash lights all come on.  When I turn the key it does nothing at all.  I checked all of the fuses, they are fine.  It seems like it must be a computer or electrical problem.  Any ideas?

Shannon....Wow! what a problem you have.
         Hmmmm...take a look at the gearshift.
        Assuming it's an auto.trans.
      Wiggle the gearshift in park or in neutral...
      while holding key in start position.
       any other type of repair involves testing         equipment.
