Volvo Repair: Oil dipstick moisture, british columbia canada, vancouver british columbia canada

Question
I have a 90 740 turbo whose oil dipstick shows condensation near the top of it.  What causes this problem?  I have seen it on several Volvos.  I live in Vancouver, British Columbia Canada which has a rainy and damp climate.

I ahev not seen that much hear in florida only on some new cars when we would inspect them when they arrived at the dealer. this was back about 4 yeasrs or so.this was from frequent starts and stops.I will ask around to see if anyone has seen this before.
