Why does the speedometer and a/c quit working and then start and then quit again?

You are looking at some type of faulty wiring or a intermittently bad fuse.  I would replace the dash fuses and see if that doesn't do the trick.  After that, if the problem still persists, I would try to replace the A/C module.  If that is going bad, it may be sending surges to the rest of the dash.
