Cadillac: 94 DeVille blows cold air, actuator, cold air

I have a '94 DeVille blowing cold air on the drivers side and warm air on the passengers side when temperature is maxed.  The actuator appears to functioning normally.

When you are on A/C what vents are getting cold air out of them Some may be getting a small amount but I need to know if it is cold or hot air.
