does new motor come with a circuit board built in or is that a another part

If you are talking about the pulse motor circuit board, that is a separate part.

I am not familiar with 1990s vehicles.  My information about this question comes from auto parts sources.  The photo I saw of the wiper motor looks like the standard GM wiper motor.  The pulse circuit board was listed as a separate item.
