Saab: 2007 saab 9-3, tubro, steady speed

Question
when i am driving at a steady speed, the turbo is moving up a down by itself, like sputtering..... also when i am at the stop light, sometimes the tubro dosent work, but the rpm is still going up, but no power? i have changed the turbo boost valve......
still doing it.
