Saab: 1992 SAAB 900 Turbo Power steering leak, Saab Power Steering

Leaking power steering fluid on my 1992 saab turbo.  Tracing hose from resevoir, lots of fluid around what appears to be an in line filter.  Doesn't look like p/s pump, what is this device?

    I have never seen such a filter on any of the Saabs I've worked on (all were Pre-1992)and neither do all of the Tech Manuals I have mention such an item. It could be an "aftermarket add-on", but frankly I see no need for such a device.
 All the P/S systems I have worked on simply have 2 hoses going from reservoir to pump, high pressure & return.
