Saab: starter, starter solenoid, fuse box

Question
i have a 99 saab 9-5 and the battery cought on fire and burned the power wire really bad and minor damage on the fuse box under the hood i replaced battery and all the wires even the one to starter and i know there is power going to starter and all the lights turn on but car will not start it just makes a clicking noise any ideas??

 The problem is most likely the STARTER SOLENOID, but could be the STARTER as well. The battery may have caught on fire from either of these being defective.
