Volvo: volvo headlamp problem, inner fender, work test

i have a 1984 volvo 244series, i cannot get the h/lamps to work on low beam i only have hi beam on the switch. apparently according to the manual there is no fuse for the h/lamps is there a relay somewhere?

There is a relay under the hood left side inner fender area to the left of the battery mounted on a rail. It has about seven connectors. They might be dirty or the relay is faulty. Make sure the head light bulb you are trying to light does in fact work, test it.
