Volvo: 1994 Volvo Turbo Wagon lights, rear fog lights, fog light

Question
Two questions:
1. Radio has flashing CD indicator. I have no CD
  changer, so what is this and how do I fix?
  It came on after fixing the stop/tail lights.
2. What are the top (4th) tail lights for?
  Neither side has any power and the right side
  has no bulb-holder.

Note: the tail lights had problems when I got the
car (four days ago). I found that the contacts
were bent on the right and the left has a broken
bulb-holder. After I got all lights to work, the
radio's CD indicator started flashing (was not
lit prior to fixing the stop/tail lights).

Hey Brad! The flashing radio light has nothing to do with the tailamps. The light serves as an anti-theft detterant. It should only flash when the car is off.
The top portion of the tailamps are for rear fog lights. The USA market is equipped with 1 fog light on the l/s. there should be a switch on the dash to operate it.
