AnswerGood Morning sma and you have a good question here. Please know that each state within the country has different laws regarding this.
Many states like California for instance have laws that allow a ticket to be sent in the mail based on viable proof that an infraction of the law has occurred.
The validation or proof usually is a radar gun and camera linked together on a fixed pole or structure within the traffic lane where the offense occurred.
Sometimes a physical person (Officer/CSO) will perform the same function. As long as the vehicles registered speed, their license plate, vehicle make and model, along with a photo of whose driving can be obtained, there is viable proof of the violation in a court of law.
I know this probably doesn't help allot. You usually do have the option to either fight the citation, go to traffic school and have it erased from your record after paying a fee, or pleading guilty and paying the fine.
If they cannot prove it was you who was driving, you can usually win a moving violation, but not a parking violation. The only problem with this tactic is you must make a plea and throw your option for traffic school out before you get a chance to discover if they have such a photo. By then, it is too late.
