can a chevroler manuel shift transfer case be changed to electric shift

Not without putting in a different transfer case.  Not sure why you would want to do this.  Manual shifts are much more dependable, as electric shifts are known to have a multitude of problems, such as a bad ground/wiring, or faulty components.
