What causes my windows in my 1996 ford explorer to not roll up if my 4hi and 4lo lights are flashing?

Sounds like a cross wired connection, or a short in one of the electrical circuits.  You need to purchase a repair manual.  They cost around $20 at most auto parts stores.  In it you will find the wiring diagrams and you can trace them out to see if there is a common ground, or other connection feeding both these circuits.
