is it possible to put a 1999 ford expedition bumper and valance on a 1998 ford expedition, and if so what all parts would i have to get.

If you call your local Ford dealer and ask for the parts department they have a catalog called OSI(obsolete,supercede, interchange) which answers questions such as yours.  They will also be glad to tell what, if any, additional parts are needed.  Best of luck, Bud
