Suzuki: 88 tracker idle problems, measurement procedures, valve engine

i have an 88 tracker that idles up and down.changed tps,cleaned throttle body and egr valve.i have checked vac lines but found no problem,forgot to mention it is an 8 valve engine.any help will be appreciated.

I had an 89 that did the same stuff.  There's a relatively long and involved series of set up and measurement procedures in the factory book.  I sold the book with the vehicle about 15 years ago, and only remember that one has to have a digital VOM, and a dutycycle(or dwell) meter.
