I HAVE A 91 CHEVY TRACKER, IT IS A SOFT TOP, AND ITS FALLING APART, IS IT POSSIBLE TO PUT A HARD TOP ON OR NO.

Yes, but it's over a thousand dollars for a new fiberglass/plastic hard top.  Go to izook.com, and go to the links.  There are suppliers and sources there that usually have the best equipment for a fair price.  You can get a good soft top there as well.
