Tips on Buying Cars: Checking for an auto lien., lien holders, loan companies

I'm in Vancouver, B.C. Can you tell me if there is any way to check if there is a lien on a California used vehicle, online or over the phone with a credit card. It is impossible to get someone to answer the phone at the DMV in California. The 1-800 number doesn't work at all.

Eg. Do I just get a fax of the Clear Title does it say clear title, or are the lien holders (banks, loan companies) listed on the title too?

I will help you along if you can answer following.

Have you got the title or just the Vin # ?
Is car being purchased from a dealer or privately, if so " in BC or CA ?
Did you run a history report ?
If it's a vehicle you're considering to purchase, can you provide a link ?
