What is considered low mileage for used car and what is the high end I should consider for buying low mileage used car.

Personally I consider a vehicle that has averaged under 12K a year low and above average if more than 15K.

It's understandable every consumer shops miles when making a used car purchase, but looking beyond the mileage two vehicle's same year -  model and approximate price, one with 70K can be a much better value than one with half the miles,,, it all comes down to present CONDITION.
