and scotch guarding package for $699. I want to protect the car but this seems
high. Is it necessary and worth it?

I would refrain from the services that the dealer is offering. These are typical schemes to add profit to their bottom line.
All vehicles these days have excellent rust protection and you no longer require undercoating on vehicles.
As for the scotch guard, if you would like to have your seats or carpets scotch guarded, I would recommend going to a carpet cleaner establishment and they can provide it at a much better price. I am assuming that your vehicle has cloth seats?
