The first 2 digits represent who the tire is built by. The 2nd 2 represent the size code. The middle 3 are brand codes.
If these are all of the numbers William then the tire that you have was built in 1993 in the 35th week. During the 90's tire manufacturers used 3 digits for the date code while, in the 00's four digits are used.
