Tires: V & H ratings, referenced web, speed ratings

What is the difference in tires with the H & V ratings?  Is the V actually worth the additional Cost?

You've no doubt read up on the difference in the speed ratings.  If not read this:

There are 2 things that don't get mentioned in the referenced web site:

1)  Higher speed rated tires are safer because they are more capable

2)  Higher speed rated tires generally handle better - but that's done at the expense of the ride quality.  

So you have to make the decision yourself about how these trade offs affect your situation.
