can i put a 225/60/16 instead of a 235/60/16 on a 1999 cadillac?

This is not a good idea.  That would be going down in load carrying capacity and that increases the risk of a load related tire failure - which sometimes have tragic consequences.

Try a 225/65R16 or a 245/55R16, if you have trouble finding the original tire size.
