i have a set of Wanli 205/40zr17 84w tires on my 1997 honda civic dx. i blew one out and was wondering if it would be ok to buy a replacment tire, A Wanli Tire S1088 205/40ZR17 Z-Speed Rated 84W, which is the same as mine just 84w?

I'm a little confused. You say you have a set of 205/40ZR17 84W's and youwant to replace one of them with a 205/40ZR17 84W, and then say the difference is the 84W. I don't see a difference.
First, it is always best to have 4 of the same tire at the same state of wear. This will minimize any effect the tires have on the vehicle.
The worst thing you can do is have 4 tires that are different. That maximizes the risk of tires causing handling problems.
But I am going to assume that the difference is the speed rating. If this is so, then if the original tires were Z or W, or Y , and replace it with an otherwise identical tire except it is one of those three speed ratings, that's a minimal risk.
If one of the group is an H, then that is not close enough, and you should try harder to get a better match. If one of the group is S or T - don't ever, ever mix these with tires of higher speed rating - too much difference.
