Will a big brand name tyre with OWL made in Australia (but variants made elsewhere without OWL) and only sold in Australia be road legal in the UK.

I have only had one case where I've dealt with the UK authorities on the importation of a vehicle and the tires on it.  In that case, they required the tire to have a Load Index on the tire and that the Load Index be equal to or greater than the original tire on the vehicle.

But this is only one case, so I suggest you contact the UK authorities and ask what their requirements are.  I don't think the tire manufacturer will have this information, but it might be worth contacting them.
