Tires: Vibration, true dip, steering wheel

My steering wheel and column vibrate a great deal between 68 and 74 mph.  Not at other speeds that I can tell.  It brakes straight and doesn't pull one way or the other.  Do I have a tire that needs balancing?  I have a 1986 Volvo 740GLE.  Thank you in advance.

Hi Craig

You have a possible tire out of balanced and need to get rebalanced or you have a broken belt in the tire,The only way to find that out is go to a tire dealership and let them spin it on the balancer to show a true dip in the tire or not.
