Typical vehicle manufacturer's rotation schedules are in the 5,000 to 8,000 mile range. It is never too late to do a rotation, but sometimes a rotation will reveal an existing problem such as irregular wear, which will be experienced as a noise or a vibration.
If you rotate often enough, it is usually not necessary to rebalance the tires.
