How is it that you can rotate your tires without getting them Re-Ballanced?
  Is there a certain lenght of time that it would be too late to rotate your tires?

Typical vehicle manufacturer's rotation schedules are in the 5,000 to 8,000 mile range.  It is never too late to do a rotation, but sometimes a rotation will reveal an existing problem such as irregular wear, which will be experienced as a noise or a vibration.

If you rotate often enough, it is usually not necessary to rebalance the tires.
