Used Cars: we owe contract being ignored, 2008 saturn vue, saturn vue

My husband and I recently purchased a 2008 Saturn Vue.  The car had been keyed and the dealer wrote a We Owe contract stating "fix scratches" and initialed it.  We set up the appointment with in the 30 days (still has not expired) and when my husband went to pick it up NOTHING had been done!  There were not even any fingerprints in the dirt!  The manger said they did all they could do - they had obviously done nothing!  The manager said they would not fix the scratches but would make an "even" trade.  Yea right!  They tried to sale us a vehicle of much lesser value and would not change the current financing agreement!  Please tell us something can be done!

First sorry to say I never heard of a we owe you contract, however if you got in writing scratches to be fixed then they should be fixed, if your finger nail sticks in the scratch we now have a problem where the whole section has to be painted, not just touched up. ? for a better understanding check this link on my website    http://www.usedcartips.org/dents.html
