Trucking: Trying to get started....., hot shot business, luck jim

I have been doing some research on getting started in my own hot shot business.  I have no truck or trailer.  In your opinion what would be the best way to go, 1 ton dually, or tractor?  I have looked at some broker sites to see waht is out there.  But I still have no idea what is the first step to make... The paper work (permits) that I would need, or how to even get started.  Do I need a business plan?  What kind of insurance would I need?  Could you help me get started?  Thanks

Jason, I'm no expert in the hot shot business, but I would always recommend having a business plan for any start up.
