In your answer to the person with a felony you suggested for him to start his own company and get "Authority" where and how do you obtain this?

Simply by contacting your state's Department of Transportation or going to sites like www.dotauthority.com.
I would first check with insurance companies and see what their rates are, depending on the felony.
