I want to start a hot shot business here in Alice,Tx what all do I need and how do I get it.

Contact the Texas Department of Transportation and they can get you going with DT/MC numbers, fuel tax, etc.  Sites like www.dotauthority.com can help too.  Outside of that (and your base plates), start looking into truck/cargo/liability insurance.
