When buying a used car, you may not get all the options you want. A tilt steering column is option that isn't often available, which is a matter of convenience and safety. Swapping out the steering column for a different model seems difficult, but it can be done in a garage with simple hand tools and about an hour of time. This project is on a 1995 Chevrolet Silverado 5-speed.
Unbolt the dashboard trim panel at the bottom of the dash underneath the steering column using the 1/4-inch ratchet and socket set.
Unbolt the metal trim panel around the outside of the column using the 1/4-inch ratchet. This is a black, metal panel that will reveal the rest of the column.
Unbolt the bottom of the steering column using the 3/8-inch ratchet. This is a sleeve attachment that goes through the firewall and is a slip joint, so once it's unbolted, it can be pulled back.
Unclip the electrical connections from the steering column to the dashboard using your hands.
Unbolt the steering column underneath the dash using the 3/8-inch ratchet and sockets. The column will drop down at this point and can be removed at this point.
Reinstall the new column in the reverse order of removal.
